Ok, End of the confusion. Yeah... all Spanish people are called gallegos in Argentina. Yeah... the accent is Catalan. Yeah... at the he end he says ....I do the galician better when I am sort of drunk....
He is a spaniard and he is going to be deported to Venezuela in just 24 hours. This is the source of the confusion...

The man is neither Venezuelan or Galician ("gallego"). "Gallego" is how Argentinians call Spaniards (regardless of their regional origins). Moreover, the accent was Catalan (from northeast Spain). A guess I confirmed when I saw the name of the actor who played the part.
