The title of the film is not actually promising the end of poverty (hence the question mark) but is rather playing off of the book titled as such by Jeffrey Sachs. The film is not only raising awareness but questioning Sachs' reasoning and analysis. In short, this film helps to show that Sachs is actually part of the problem, even though he quips that he's out to help.
